Other help is available when it comes to paying for energy bills. The Low Income Home Energy Assistance Program (LIHEAP) is designed to assist eligible low-income households, elderly persons and people with disabilities pay for energy services. LIHEAP is administered by state agencies. Grants are based on the number of persons in the household, total income and the type of fuel used to heat the home.
